Nepal Proposes New Driving License Rules with Higher Age Limits and Stricter Health Standards

The Government of Nepal has proposed significant reforms to the country’s driving license system, aiming to improve road safety through revised age requirements and stricter medical standards for drivers.


Under the proposed regulation, the minimum age for obtaining a driving license for two-wheelers and three-wheelers will remain 18 years. However, individuals seeking licenses for small and medium four-wheeled vehicles will now need to be at least 21 years old, while those applying for heavy vehicle licenses must be a minimum of 23 years old.


The new policy also introduces age restrictions for public transport drivers. According to the proposal, individuals aged 65 years and above may no longer be allowed to operate medium and large public vehicles.


In terms of health requirements, the government plans to enforce tougher screening measures. People diagnosed with epilepsy, mental health disorders, or color blindness could face a complete restriction from receiving a driving license.


These proposed changes are part of a broader effort to modernize Nepal’s transportation laws, enhance driver accountability, and reduce road accidents by ensuring that only medically fit and age-qualified individuals are permitted to drive. If implemented, the new rules could bring major changes to the country’s licensing system and public transportation sector.
